DSS Seeks Court Injunction to Halt Prof. Utomi’s Shadow Government Rallies Amid Pending Suit
The Department of State Services (DSS) has filed an application urging the Federal High Court Abuja to restrain Prof. Patrick Utomi from making public comments or organizing rallies related to his plan to establish a shadow government in Nigeria.
The DSS cited intelligence reports that Utomi, currently abroad, plans protests and media engagements upon his return on June 6, 2025, which they argue could threaten public order, safety, and national unity.
DSS accused Utomi of undermining a pending court suit against him through public statements and warned that the protests could lead to riots or violent protests similar to the End SARS protests in 2020.
The agency requested the court to grant an interlocutory injunction to prevent any activities promoting the shadow government until the substantive suit is resolved.
