BACKGROUND AND OBJECTIVES:
Ghana confirmed outbreak of circulating Vaccine-Derived Poliovirus Type 2 (cVDPV2) in August 2019 in the Northern Region. The outbreak has since spread to nine other regions in the country. With the onset of the COVID-19 pandemic, response activities to the polio outbreak were largely suspended. In order to prevent further spread of the poliovirus, the country will restart implementation of polio outbreak response activities to help break transmission.
The Global Polio Eradication Initiative (GPEI) seeks to ensure that future generations of children will be free from the threat of polio. Achieving this goal depends on interrupting poliovirus transmission and on ensuring rapid and effective responses to poliovirus outbreaks occurring in polio-free countries
GPEI Strategy for the response to circulating Vaccine-Derived Poliovirus Type 2 (cVDPV2) 2020–2025, offers contingency measures across four mutually supportive areas of work: 1. enhanced outbreak response; 2. vaccine supply and usage; 3. early detection of new outbreaks; and 4. communication and promotion. Countries experiencing cVDPV2 outbreaks are expected to implement these strategies and break transmission within the shortest possible time.
The World Health Organization (WHO) Country Office for Ghana seeks to engage highly motivated professionals to support the implementation of polio outbreak response activities.
Description of duties:
• The incumbent works under the supervision of the Operations Officer and the general supervision of the WHO Representative. The Operations Officer identifies trips/assignments. Incumbent has some flexibility for planning and scheduling routes. Manuals available for use are Traffic instructions/street plans; WR/Operations Officer directives/instructions; and Vehicles maintenance manual.
Summary of Assigned Duties
• Drives office vehicles to provide transportation of authorized personnel and delivery and collection of mail, documents and other items;
• Meets official personnel at the airport and facilitates immigration and customs formalities as required;
• Responsible for the day-to-day maintenance of the assigned vehicle, checks oil, water, battery, brakes, tires, etc., performs minor repairs and arranges for other repairs, regular servicing and ensures that the vehicle is kept clean;
• Logs official trips, daily mileage, gas consumptions, oil changes, greasing, etc.;
• Ensures that the steps required by the rules and regulations are taken in case of involvement in accident;
• Performs other duties as required.
Qualification Required & Experience
Education:
Essential: A minimum of Junior Secondary School Certificate or equivalent and Driving license – Grade C or above
Experience:
• Essential: At least 2 years’ driving experience as a driver and a safe driving record

2. Job Title: SIAs Coordinator
Description of duties:
Under the overall guidance of WHO Representative to Ghana and direct supervision of the GPEI Coordinator and the National Professional Officers (NPOs) for Expanded Programme on Immunization (EPI) and Surveillance, the incumbent will have the following responsibilities in her/his assigned area of work:
• Support the preparation of high-quality pre-implementation (micro-planning, training, logistics.) plans and keep records of all microplans
• Lead the preparations of preparedness dashboards for all levels
• Support the implementation of microplans at all levels
• Guide the implementation of key recommendations and agreed action points from the Emergency Operations Center (EOC) and meetings aimed at raising the quality of campaign
• Support the monitoring of supplemental immunization activities (SIA) implementation especially in high risk areas and institute timely corrective actions
• Participate in the training on lot quality assurance sampling (LQAS) survey and independent monitoring (IM) and support supervision of Independent monitors and ensure findings used for immediate action
• Document best practices, challenges, appropriate action and feed into planning for subsequent round i.e. evidence-based planning, systematic feedback to government authorities.
• Support the National EOC in developing evidence-based solutions and innovations for improving the quality of SIAs.
• Support implementation of other health priorities as a part of WHO’s Country Cooperation Strategy
• Undertake any other tasks/duties as assigned by supervisors.

• Essential: Bachelor’s Degree in Public Health / Community Health or a relevant health field obtained from a recognized institution.

3. Job Title: Surveillance Officer
Description of duties:
Under the overall guidance of WHO Representative to Ghana and direct supervision of the GPEI Coordinator and the National Professional Officers (NPOs) for Expanded Programme on Immunization (EPI) and Surveillance, the incumbent will have the following responsibilities in her/his assigned area of work:
• Collaborate closely with GPEI partners and officials of the Ministry of Health/Ghana Health Service at national and sub national levels for all surveillance and immunization activities, providing regular technical support and feedback.
• Support Ministry of Health at all levels to strengthen and maintain a sensitive surveillance system within the framework of the Integrated Disease Surveillance and Response (IDSR) with a special focus on polio eradication, and vaccine preventable diseases as follows:
a. Support development and implementation of response work plans
b. Support active case search, acute flaccid paralysis (AFP) case investigation, validation, 60 days follow up
c. Support mapping of high risk and special populations and provide technical support to areas that have these populations
d. Support for Environmental surveillance activities and operations.
e. Support epidemiological investigation, risk assessment and outbreak response activities.
• Support the Ministry of Health (MOH) at all levels to strengthen immunization services especially in high risk and special populations through:
a. Support to plan and conduct good quality Supplementary Immunization Activities
b. Support for mapping of high risk and special populations, development of micro plans and strategies in areas of assignment
c. Support for high risk areas to conduct risk assessments and opportunistic immunization activities to increase population immunity.
d. Support capacity building activities for immunization personnel at all levels.
• Monitor and evaluate the planning and implementation of activities related to polio eradication, routine immunization and vaccine preventable diseases (VPD) surveillance.
• Conduct regular analysis and interpretation of epidemiological, surveillance and immunization data to support appropriate follow up actions by the government and partners.

4. Job Title: Data Manager
Description of duties:
Under the overall guidance of WHO Representative to Ghana and direct supervision of the GPEI Coordinator and the National Professional Officers (NPOs) for Expanded Programme on Immunization (EPI) and Surveillance, the incumbent will have the following responsibilities in her/his assigned area of work:
Accelerated Disease Control Activities/Supplementary Immunization Activities:
1. Support the EPI Programme to collate, clean and share all pre-campaign data sets;
O 3 weeks, 2 weeks, 1 week and 3-2 days Pre-Campaign Dashboard indicators
O Pre-Implementation Data Sets (Social Mobilization, Micro plan, Training Check list, Pre-implementation check list)
2. Support the EPI Programme to collate, clean and share all Intra-campaign data sets;
O Intra-campaign dashboard (Daily)
O Clean, analyze and share supervisory checklist in Open Data Kit (ODK) with the Emergency Operations Center (EOC) and Regions (Daily)
3. Support the EPI Programme to collate, clean and share with the EOC and WHO Office through NPOs (where necessary) all post-campaign data sets (End/In-process, monitoring data, LQAS and Independent monitoring)
4. Support the EPI Programme to write comprehensive reports on all campaigns
Surveillance
1. The data manager will on a weekly basis support data harmonization between the surveillance department and the polio laboratory by performing the following;
O Follow-up and support the Disease Surveillance Department to update the Acute Flaccid Paralysis (AFP) Database with results received from the lab
O Support the Disease Surveillance Department (DSD) to update Measles and Yellow Fever Databases with Lab results
O Support data quality checks for consistency in information between the Lab and DSD for the AFP, Measles and Yellow Fever databases and flag up any discrepancies for harmonization
O Support in preparation of the Weekly AFP surveillance updates
2. The data manager on a monthly and quarterly basis will support national level to generate the AFP Surveillance report using a standard reporting format by generating the following:
O AFP surveillance indicators by Regions and Districts
O Update number of WPVs, cVDPVs and Compatibles by regions and districts
O Calculate and updating Non-polio enteroviruses (NPENT) rates
O And other relevant indicators as necessary
3. Support the National level with data presentation (Visualization in Microsoft PowerBI, Dashboards etc., analysis, and interpretation
4. Create and secure back-up copies of data
5. Provide data management support to the Regions and Districts
6. Conduct data management training to build the capacity of officers
Routine Immunization:
1. Support the EPI Programme to collate, clean and analyze routine immunization data
2. Support the triangulation of the following;
o Coverage and surveillance data
o Coverage and wastage
3. Support the EPI Programme to produce a concise monthly immunization bulletin
Others
1. Support implementation of other health priorities as a part of WHO’s Country Cooperation Strategy
Undertake any other tasks/duties as assigned by supervisors.

Description of duties:
As Office Clerk, the incumbent will ensure the smooth flow of work as related to clerical activities, coordinating actions with other support staff in the team and in consultation and collaboration with the Assistant to the WHO Representative. The incumbent will work under the overall supervision of the WHO Representative and direct supervision of the Operations Officers.
Objectives of the Programme and the immediate Strategic Objectives
Country Office Support Units have been established in the organizational structure to provide support for Managers and staff to fully assume their responsibilities in the Global Management System (GSM) environment and to ensure compliance with organizational policies, procedures, rules and regulations on all administrative and financial matters and transactions in the context of an Enterprise Resource Planning (ERP) system.
Organizational context
• The incumbent works on the basis of general instructions, own experience and precedents, following WHO Country Office procedures and practices, rules and regulations, to ensure smooth work flow in the assigned area of work.
• The incumbent is encouraged to seek guidance for unusual issues. Most of the work is controlled for correctness and appropriateness by the incumbent.
Summary of Assigned Duties
Under the guidance and supervision of the NPO/Operations Officer, the incumbent will perform the following duties;
• Assist in receiving visitors and answer telephones, direct calls and take messages; Registers, classifies and routes incoming correspondence, documents and other materials;
• Compile, copy, sort, and file records of office activities, and other activities;
• Maintain and update filing, inventory, mailing, and database systems, either manually or using a computer;
• Collects and delivers mail, pouches and other communications from and to the post office, government agencies and other institutions;
• Sorts, delivers and picks up mail from various offices on the promises at regular intervals. Keeps records as required;
• Operate office machines, such as photocopiers and scanners, duplicating machines and personal computers;
• Using appropriate tracking tools, follow-up on and ensure that target dates and deadlines are met, and that correspondence and queries are responded to in a timely manner
• Prepare travel requests for official WHO travel. Make flight and hotel reservations, etc
• The incumbent will serve as back up to the team members in similar or different positions within the WCO

Qualification Required & Experience
